Call to Order
Chairperson Mathis called the meeting to order at 7:31 a.m.
Approval of Minutes from January 21, 2021
Commissioner Wagner made a motion to approve the minutes from the Board of Commissioners
meeting on January 21, 2021. Commissioner Wilkins seconded and the motion was passed unanimously.
Staff Updates
1. Goal 4 Excellence in Business Operations
• Director of Accounting Brian Heckart reviewed the strategies within this goal related to finance
and accounting. He discussed the department’s accomplishments and plans in 2021.
• Director of Human Resources Angelika Lintner explained plans to gather employee feedback and
data in 2021.
2. Development Update
• Myrtle Single Room Occupancy Substantial Renovation: Chief Real Estate Officer Kristin Fritz
shared photos of the building before and after the rehab. Residents have moved back into the
building. Funding came from a Villages, Ltd. contribution and City of Fort Collins’ Affordable
Housing Capital Fund.
• Oak 140: Ms. Fritz said staff are taking proposals from Low Income Housing Tax Credit investors
now and will select the primary investor partner in the next few weeks. Staff are working with
consultants on the structuring of financing with Private Activity Bonds, other types of bonds and
debt. The board will review the bond financing resolution in May. We plan to close in June.
Legislative Update
• Colorado: Chief Executive Officer Julie Brewen said she and peer housing authority directors are
engaging in discussion with advocacy groups who are drafting legislation that would require
evictions to proceed through a jury trial.
• National: Chief Financial Officer Duane Hopkins said the current federal COVID relief package
includes significant rental assistance money. The Senate will vote on the nomination of Marcia
Fudge as HUD secretary in the next few weeks.
• City of Fort Collins: Commissioner Gorgol said there were many housing topics discussed at the
last City Council meeting. The City is beginning the first phase of the Land Use Code update. The
Metro District policy amendment will be discussed at an upcoming City Council meeting.
Resolution of Appreciation for Duane Hopkins
Chairperson Mathis read an honorary resolution, to show appreciation to Mr. Hopkins for his
contributions to Housing Catalyst. Commissioner Bye made a motion to approve the resolution.
Commissioner Green seconded and the motion was passed unanimously.

Chairperson Mathis adjourned the meeting at 8:29 a.m.
