Meeting Minutes
Wednesday January 13, 2021 at 11:30 a.m.

Mission: The Senior Advisory Board shall serve in an advisory capacity to the Fort Collins City Council
on programs and policies that help aging citizens live full and interesting lives and continue to
contribute, participate, and share in the life of the community.

V. Guest Speakers
Ingrid Decker, Senior Assistant City Attorney reviewed organization of City Attorney’s
Office. The City Charter and Municipal Code are available at the city’s website on the clerk’s
page. The Charter describes how Council may establish Boards and Commissions (B&C’s)
and specifies B&C functions. The speaker reviewed the SAB’s functions and discussed
compliance issues including: ethics rules, indemnification, open meetings, public notice
requirements, guidance concerning board members communicating publicly as individuals
vis-a vis communicating on behalf of the Board, conflicts of interest and so forth.
The Senior Assistant City Attorney also notified the Board that her office is available to
provide legal counsel to SAB if/as appropriately needed.
Darin Atteberry, City Manager thanked SAB members for their service. He has worked with
six mayors as well as 40 council members and is grateful for the partnerships.
He presented an overview of the City’s organization and highlighted challenges facing
Fort Collins. The speaker described how disruptive and hard COVID-19 has been
on our city’s residents as well as those who work here. He pointed out how people are
struggling and feeling detached. He mentioned that the City’s budget is
down 4.5%. He addressed hardships for local businesses. He asked attendees to please
support local to the extent you can.

In April, city residents will elect five councilmembers including the Mayor. At least
four seats will be new councilmembers. Mr. Atteberry noted that when you change
one person on a team, it is a brand-new team. He also discussed broadband expansion
and his hope that the community will embrace the new service. He described the City’s
Digital Equity program for Connexion. He referenced Ms. Nina Bodenhamer, the City Give
Director for contact about the digital equity rate. Mr. Atteberry again thanked
the Board for its volunteer work and stated that Council as well as City Management
appreciate feedback from B&C’s.
Delynn Coldiron, City Clerk presented an overview of her function and the team
of eight staff who coordinate council agendas. These documents range from a few
hundred to a few thousand pages. Her office also supports Council with its six month calendar.
Further functions include liquor and marijuana licensing, municipal elections (April 6),
passport applications and renewals (currently on hold), and the City’s 26 B&C’s.
An updated B&C Manual is planned for release in the coming months and will address issues
such as better onboarding, member training, effective attendance policy, term limits, joint board
meetings, consistent processes etc. Elizabeth Blythe Senior Coordinator, Public Engagement
will be addressing the B&C’s Reimagine project at the City Council work session later this
month. The City Clerk encouraged SAB and its new members to get involved in City
Council meetings which provide helpful information on Council priorities and City information.
