Village on Horsetooth
Housing Catalyst’s newest development opened in
October 2018, bringing affordable apartments to central
Fort Collins. This community features a large greenspace
at its center, community gardens, playground, dog park,
covered bike parking and walking paths that connect to
a city trail system. Its location is ideal for families — within
walking distance to three schools, several large city parks
and a bus stop.

Housing Catalyst transforms neighborhoods while providing
stable homes for families. We know that building a better life
and pursuing opportunity begins with having a place to live,
and we strive to make living in Fort Collins affordable,
regardless of income. We provide the critical tools families
need and serve as an anchor for people whose lives need
stability and support.
Village on Shields
When Housing Catalyst purchased this community, it was
in dire need of repairs and upgrades. In 2018, all apartment
interiors and exteriors were renovated, and residents now
have central air conditioning, beautifi ed outdoor green
spaces, new playgrounds and a dog park. The pool and
community building, previously non-operational, now
include a fi tness room and expanded gathering spaces.

& leasing offi ce

Housing Catalyst’s mission is to create vibrant,

Building Vital Community Assets
• Village on Horsetooth construction completed, providing 96 new affordable apartments
• Village on Shields major renovation of 285 apartments, clubhouse and pool completed
• Village on Redwood recognized for meeting its utility conservation benchmarks
• Development of Mason Place permanent supportive housing approved by city;
development partners selected
Strengthening Our Community
• Redtail Connect event linked Redtail Ponds residents with 14 community resources onsite
• Redtail Ponds successfully transitioned 8 people to other permanent housing
• JumpStart enrolled 39 new families and graduated 16 families, each with an average of
$6,167 in an accrued escrow savings account
• Resident services expanded its program staff to equip and empower residents for success
• Housing Catalyst and community partners explored strategies to support resident children’s success in school

• Housing Catalyst implemented online applications for voucher applicants (89% utilization)
• Housing Catalyst co-sponsored a community education event with Matthew Desmond,
