Ms. Hixon moved they be approved

6. BUSINESS, PRESENTATION, OR DISCUSSION:
A) ANNUAL CALLS TO ARTISTS
Ms. Martin shared the next three artist calls. The Board discussed these calls,
including ways to share the Pedestrian Paver call more broadly to attract more
diverse groups outside of the school district. The Board expressed their support that
the Transformer Cabinet Mural program is expanding to include the Neighborhood
Cabinet Mural project this year, which focuses on artist outreach with neighborhoods.
Ms. Wade moved to accept all three with Carol Ann’s suggested edits
Ms. Hixon seconded

B) APP ARTWORK RELOCATION
Ms. Martin shared information about relocation of CONFLUENCE, the carved granite
forms by Lawrence Argent integrated into Oak Street Plaza in 2006. The three granite
sculptures captured the water jets of the water feature. However, in the current
design, the art restricts the capture of the water stream and the plaza has had

problems with water runoff and flooding of adjacent buildings. For the past two years
the water has either been off or limited. Park Planning & Development is scheduled to
renovate the plaza this year to fix the issues. The new plaza design will remove the
artworks, expand the water catch basins, and complete some upgrades to the water
feature. The artworks could be moved as soon as March to a new location identified
at the Fort Collins Museum of Discovery.
C) ANNUAL REPORT
Ms. Martin shared the Annual Report that was submitted to City Council. The Board
continued their discussion on collecting additional data this year to include in the 2021
Annual Report, including number of artists, volunteers, projects, along with savings in
graffiti abatement because of the Transformer Cabinet Project. There was discussion
about how best to share stories of artists and the benefits of the program for them and
their careers. It was suggested to include this information on the website and link to it
in reports. It was also suggested to ask for stories and antidotes about the project
when the artists turn in their final paperwork.
7. STAFF REPORT
The Staff Report will be email to the Board. Staff shared additional images of the
newly installed Reclamation by Todd Kundla at the Water Reclamation Facility and
progress images of Acumen by Mark Aeling at the shared regional police facility.
8. OTHER BUSINESS
Ms. Martin let the Board know that she will be sending out information about an
upcoming Civic Center Master Plan charrette that would like the involvement of APP
Board members. She also shared that the current APP direction for listing calls for
artists is to post them on the webpage, rather than as PDFs, so they can be translated
automatically by the browser into multiple languages and will not need to be
individually translated and posted in different languages.
