1. CALL TO ORDER: 4:02
2. ROLL CALL
• Board Members Present: Jen Bray, Catherine Costlow, Bob Pawlikowski, Tatiana Zentner,

• Board Members Absent: None
• Staff Members Present: Meaghan Overton, Lindsay Ex, Sue Beck-Ferkiss, Brittany Depew
• Guests: Jessica Dyrdahl

Bob moved to approve November minutes.
Catherine seconded. Approved 6-0.
6. NEW BUSINESS
A. Housing Strategic Plan – Lindsay Ex & Meaghan Overton
Overview of current status of Housing Strategic Plan. Draft vision, greatest challenges (6
currently), community engagement (450 community members engaged), key values (equity,
choice, collaboration), themes, proposed strategies, and draft evaluation criteria (17 questions).
Reminder that the Ad Hoc Housing Committee meets monthly on the second Thursday at 5:00
p.m. December’s meeting will discuss anti-displacement, funding, financing, and rental
regulations.
Off-cycle appropriation to advance Phase One of the Land Use Code (LUC) Audit: Would look at
housing specific LUC changes. Could bring forward to Council Q1 2021, and begin work Q2
2021 if approved. Requesting $250k-$350k for phase one with $50k-$60k matching funds from
Home2Health grant. Entire LUC update is 3-5 year project.
Discussion:
• “Existing Conditions” document is 54 pages and pulls from many data sources, not just
community engagement
• It would be helpful to show which policies and strategies would have the greatest impact
• Small portfolio of affordable housing incentives are helpful to those currently building
affordable units, but not enough incentive to encourage those who aren’t already
developing affordable units

• Evaluation framework is largely subjective (for example when asking, “Does this strategy
have community support?”)
• The complexity of housing and its intersecting priorities makes it difficult to simplify into a
straightforward roadmap – this strategic plan aims to do that as much as possible
• Individual needs vary greatly – attempting to solve everything may be counterproductive
o Any development is nearly guaranteed to meet some need, since needs are so
varied and diverse
• Proposed strategies conversation:
o 51 total proposed strategies
o Not prioritized or in any particular order yet
o Will continue to narrow down by quicker wins, longer-term, etc.
o LUC is not currently delivering the housing we need it to – this audit is overdue
and will help developers have greater impact on addressing housing needs
o National Low Income Housing Coalition put together a report showing who would
be covered under current CARES act – includes affordable communities in Fort
Collins
o Want to ensure Land Trust is adequately represented under strategies
• Biden administration has penned aggressive affordable housing plan
B. Board Work Plan and Liaison Discussion and/or Assignments
Discussion about helpfulness of liaison assignments and whether they should continue.
Discussion:
• Has been occasionally helpful, especially when there’s an opportunity to share
information
• Can stay connected without attending meetings, if time limited
• Have identified eight relevant boards: Planning and Zoning, Board of Realtors, Economic
Advisory, Transportation, Human Relations, Disability, Senior Advisory, Community
Development Block Grant (CDBG)
• Daphne will serve as liaison to Planning and Zoning Board
• Diane will serve as liaison to Senior Advisory Board
• Tatiana will serve as liaison to Commission on Disability
C. Thanking Catherine for her service!
Catherine’s term is ending and today will be her last meeting with the AHB.
7. OTHER BUSINESS
a) City Council Six-Month Planning Calendar
• Housing Strategic Plan work session Tuesday, December 8
b) Council Comments
• Voted to rezone 6 manufactured home parks in the City
• Metro District policy conversations continue (no set date at Council)

c) Review 2020 Work Plan—no updates
d) Update on Affordable Housing Projects
• Pedcor starting to get Certificates of Occupancy for their buildings
• Housing Catalyst – 140 Oak St received tax credit award
• Mason Place permanent supportive housing will start moving in residents by end of
December
• CARE housing set to close on new Swallow rehab project on March 1
o 14-16 months to complete project
o $27 million project, did receive tax credits
e) Future AHB Meetings Agenda
• Might have someone come speak to new down payment assistance program in January
